Is that URL right? I don't see the text in question on that page.
The GL 1.3 spec says "No changes to the fragment alpha or coverage
values are made at this step if MULTISAMPLE is disabled, or if SAMPLE
BUFFERS is not a value of one." so it looks like D3D and GL aren't in
agreement.

Yeah, I'll look into that. Though in the past, there's been push-back
against making blend state depend on framebuffer state.
