[Piglit] [PATCH v2] GL_ARB_texture_buffer_object: New test for error behavior.

This test covers situation mentioned in this bug
https://bugs.freedesktop.org/show_bug.cgi?id=106481 . Test is passing on
radeon and failing on intel i965.
