[Piglit] [PATCH 15/63] shader_runner: Allow to query resources using no-name data

Tests glGetProgramResourceiv(.., index, ..) identifying the resource,
and hence getting its index, using no-name data.
In ARB_gl_spirv name-reflection information is not mandatory. In that
case resources can be identified using other data depending on the
interface being queried, like binding, offset, location, etc.
This new query command is aimed to be used for ARB_gl_spirv testing,
but can be used as well for GLSL shaders. However, support for
subroutines was left for later implementation (they are not allowed
for ARB_gl_spirv).
Transform feedback interface is not allowed either because the
shader_runner lacks of XFB support right now (it will be added later).
