Piglit when not compiled only depends on python and six (there are some other optional libraries), but definitely not libpng or libprocps. With IGT piglit is just acting as a wrapper to add additional functionality (dmesg checking, process isolation, resume, etc); either the messages being generated by igt when there are missing dependencies are insufficient, or the wrapper layer in $piglit/tests/igt.py are insufficient, either way this is really an IGT related problem.
