Are dbl quoted variables supported ?

The behaviour it shows further down is at least wrong, but I'm not
sure what its behaviour should be either.  I think using double-quoted
variables in this case is wrong anyway, but pkg-config shouldn't act
up like it does.

If you'd be so kind as to file a bug on bugs.freedesktop.org, that'd
be great.
