[PATCH] Fix sysroot support for arguments other that -I and -L.

Hi,

I noticed the following behaviour while running pkg-config 0.23: when the
PKG_CONFIG_SYSROOT_DIR variable is set, all output other than -I and -L
arguments is discarded. The attached patch fixes it by passing those other
arguments unmodified.
