cross-compile and autotools howto missing

I am on the autoconf mailing list and I have a feeling that this
"process of being removed" can take ages. 
Actually, what is going to happen when it is removed? Isn't going to
break the pkg-config autotools support?

Do you have an idea what sort of hackery it should be?
