[PATCH] Guide to pkg-config

I attach the texinfo file.
It should be +- the same as the HTML. You can generate HTML using
'makeinfo --html'. You can also generate PDF using 'texi2pdf' program.
Can you place it to some repo? I can, if there is no other option...
