I did as you suggested and didn't find anything amiss with the output of pkg-config --modversion. /usr/lib/pkgconfig/fontconfig.pc is found and properly parsed.

I'm going to check the build system, the problem might be there. I'm trying to build ardour 2.7.1 and it uses scons.
