Just for the record: it was an unintentional change.  I'll merge the
make-GPLv2-explicit patch.

Dan, I've meant to offer you a commit bit for some time, it's a bit
silly that I'm the only person who can commit to pkg-config.  Please
tell me if you want me to add you to the group on fdo.
