pkg-config v0.26 released

Building on a clean system (i.e., no previous pkg-config installed):

checking for pkg-config... no
./configure: line 13540: --exists: command not found
configure: error: pkg-config and glib-2.0 not found, please set 
GLIB_CFLAGS and GLIB_LIBS to the correct values

so I should install glib2 and set those variables to point to it. That 
is completely impossible because glib2 (for several years now) has a 
mandatory requirement for pkgconfig in *its* ./configure.
