Proposed: systemtray-spec

I'm proposing systemtray-spec with this mail.

Rationale:
For long, GNOME and KDE had their own notification areas/system trays
for applications to dock in; this spec offers uniformity among
environments, and has very wide support - GNOME, KDE, XFce, WindowMaker,
et al.
