Proposed: wm-spec

I'm proposing wm-spec with this mail.

Rationale:
Many window manager hints to define windows, including type hinting
(needed for grouping), initial layout and presentation, and more. It
enjoys very wide support, having been implemented by most popular window
managers, to some degree.
