Gtk/KDE issues - is this the right place?

Fedora Core 5 has introduced some problems with Gtk applications running
in KDE, specifically related to scrollbar color and font selection/
rendering.

Is this the right place to ask about such things?  I'd like to dig into
this, but I don't have a clue where to start right now.
