[Pm-utils] Video handling

I've committed this:

* pm/functions:
Remove the video handling logic, as it is moving to HAL.

* pm/functions-ati:
* pm/functions-intel:
* pm/functions-nvidia:
Add a comment saying that the files are unused. When HAL video stuff
is completed, they can be completely removed.

* pm/hooks/20video:
Switch to using the HAL methods as discussed.

So now we have got rid of the hacky video resume stuff, as we should
concentrate on the HAL fdi matching.

20video currently does nothing if you are running an unpatched HAL, and
if the hal method names change before they are accepted, then we can
trivially change this one file.
