[Pm-utils] [PATCH] use service unconditionally

Then current CVS also won't work for debian and derivatives because of usage 
of service command of stopservice at pm/functions.

This is what we did in our service implementation, its basically a wrapper for 
our configuration manager and if i remember correctly, from previous thread, 
Stefan said same for SUSE (theirs version calls/checks /etc/init.d/ scripts)
