I guess the point is, to make pm-utils installable with a different prefix.
E.g. software that is installed via "./configure && make && make
install" usually ends up in /usr/local by default (to not mess with
packages installed by the distribution). It would not be a bad thing
to give the user the choice to install the package where he likes it.
