[Pm-utils] [patch review request] [EXPERIMENTAL] Remove hardcoded install location dependence

Yet another revision of the location-independence patch.  Many thinks
to Dan Nicholson and Michael Biebl for their pointers on how to write
Makefiles that don't suck.

Patch applies cleanly on top of git head.
Patch tested using both in-directory builds and out-of-directory builds.

Sorry for the size -- the vast majority is for file renames (adding a
.in suffix to scripts that need to be transformed by make).  The
Makefile.am changes are at the head of the patch.
