[Pm-utils] New maintainer of pm-utils

You've all done some really great things for the last release, and my
thanks go out to all of you.

Victor Lowther has done such a wonderful job preparing pm-utils for the
release, that I think he probably understands the code better than any
of us on this list. I've therefore decided (with Victor's permission) to
appoint him the new maintainer of pm-utils.

Of course, I'll still be on the mailing list, and offering opinion where
appropriate. Please join me and congratulate Victor on his new role! :-)
