[Pm-utils] pm-utils 1.2.0-rc1 released, ready for testing

Well, since rc1 has had a much longer than expected test cycle and I
have recieved no feedback, I am going to go ahead and release 1.2.0
unchanged.  There will be a release announcement shortly.
