compilation problems with "build: try harder to avoid systemd/consolekit misconfiguration"

Hi guys,

I'm not able to build polkit in a chroot due to the above commit. I
have libsystemd-logind installed, but as the cgroup hirearchy does not
exist in my chroot ./configure fails.

Am I doing something wrong or is this a bug?
