polkit and older mozjs support

I was thinking we could just delete the 186 and 17 code.  Given the 
extremely slow pace of development, if we find out there are people who 
really need to stay with the older codebase, we could branch 
"polkit-oldjs" or something from the pre-js24 work.

How long we'd maintain polkit-oldjs is an open question, but again 
given there are only 3 commits so far this year, I'd say it'd be easy 
to maintain a branch for say a year.

Thoughts?
