Discussion: New version numbering

Polkit has been used in a variety of distros with confidence for several
years and it has gone a long way since its inception.
Yet the versions start with 0.x.
Polkit once became backwards incompatible, now it has changed JS engine and
even build system.

I believe it's time to start counting differently.

   - One of the option is to start the major version with 1 and use
   Major.Minor.Update approach.
   - The other option is to use simple integer (as e.g. web browsers) with
   the following choices:
      - remove the current 0. and continue as e.g. v.120
      - the upcoming release will be 1, the following will be 2, etc.

I'm looking forward to discussing this with all of you in Gitlab Issue
