Screen shot of how thumb nails for both PDF's used to look (and close to how
they should look)

The two thumbnails "SMBC_MAP.pdf" (PDF 1) and "Parks Vic Lysterfield Lake MTB
Map (05_1413).pdf" (PDF 23) looked when evince was closer to getting them
right.  At this point it could display them but didn't print them properly.

As you can see, the rendering has gone backward significantly.
