This is the second part, it allows poppler to find it's data on Windows in a
directory that is not known at compile time.

This only works on Windows. If you do no like it, you can disable this feature
with --disable-relocatable. The default is --enable-relocatable on native
Windows, which is the sane thing to do.

On other operation systems, it defaults to --disable-relocatable because the
feature is not available there and because that is common practice on Unix.
