patch to add tiff support to pdftoppm

This patch adds tiff support to pdftoppm using libtiff.
The patch updates configure.ac and two Makefile.am files, so you need to run
poppler's autogen.sh after applying it.
For my purposes, I can get a usable level1 eps by running pdftoppm with tiff
output at a high resolution and then sending the tiff to tiff2ps (a tool
distributed with tiff-v3.4beta037).
