PDF document that is displayed a blank page by Popper

I find some PDF documents are not displayed by Poppler.  When opening the
documents all the pages are blank.  This is 100% repeatable with PDF documents
that are generated by scanning to PDF from my HP printer (officejet pro 8500).
The documents are rendered correctly in other views, including Adobe (The gold
standard)
