Openjpeg 2.0.0 has missing pkgconfig support. pkgconfig support was restored in
subsequent versions (2.0.1 and 2.1.0).

As 2.0.0 has some serious regressions compared with the 1.x versions I decided
it was not worth adding the extra complexity to the build files to detect that
version.
