I would preferably not use ICU but if it is needed make it mandatory.

The issues you mention don't seem very problematic, after all it's people's
fault for producing files without the fonts embedded.

How hard would it be to have a patch that has mandatory ICU and one that hasn't
ICU at all so we could see the difference?
