StructTreeRoot::parse doesn't parse the ParentTree value correctly in general.
A "number tree" consists of three types of nodes (root, intermediate, leaf) but
the current parser expects the entire number tree to exist in a single node.

The PDF32000_2008.pdf file contains a parent tree with intermediate nodes, for
example.
