[PATCH v2] Fix PDFDoc::checkHeader() for PDFs smaller than 1 KiB

Same approach, more readable code. Testing with `./utils/pdfinfo
test-empty-outline.pdf` shows the correct PDF version and doesn't print any
warnings.
