PDFs with annotations generated from poppler are NOT usable on other PDF
readers.

I think this bug is actually dangerous as users work with a PDF only to realize
(possibly years later) that their data is missing.

There was a patch in the above bug from 9 years ago but it's unclear if it was
merged.
