<pre>I think Adrian's solution is better, let's use native library calls when
possible, i don't like the #ifndef HAVE_TIMEGM in the "sometimes instlled"
DateInfo.h should find a less public place to put it.
Also are you guys sure returning the time in UTC is the right thing instead of
returnin time+timezone information?</pre>
