Indeed, the output says:
use nss: no
I'm trying to build this on Debian 8.3 (Jessie). I have the libnss3 package
installed already, but when running "apt-get install libnss3-dev" I encounter
this message:

package.
| This may mean that the package is missing, has been obsoleted or
| is only available from another source

| E: Package 'libnss3-dev' has no installation candidate
Is libnss3-dev required to build the `pdfsig` utility?</pre>
