[poppler] Does poppler depend on X11?

Hi,

i would like to use poppler on a device which doesn't have
X11 but only a framebuffer (a Qtopia environment).

Is it correct that the SplashOutputDev isn't dependend on X11
and the sentence quoted below is only historical?

"Xpdf runs under the X Window System on UNIX, VMS, and OS/2.  The non-X
components (pdftops, pdftotext, etc.) also run on Win32 systems and
should run on pretty much any system with a decent C++ compiler."

I'm wondering because while inspecting the source of other pdf viewers
for the qtopia environment (qpdf/qpdf2) i noticed that the authors
implemented a custom OutputDev (including custom font handling).
Both programs use older versions of xpdf (1.x and 2.x).
