[poppler] pdf file whose index has no link

hey

here is a pdf file :

whose index has no "destination". More precisely, if action is an action,

LinkDest *dest = ((LinkGoTo *)action)->getDest ();

is NULL. Is it possible ? I find strange that an index without link is 
provided in a pdf file.
