[poppler] Improve bug handling

Well, this is yet another mail asking to see if we can improve bug handling.

What i want:
 - Easy way to tract the bugs

What is not a solution:
 - Looking at bugzilla web page each day
 - Using sucky bugzilla option of receiving all bugs from krh

What i propose:
 - A mailing list where all bugs from poppler go so i can subscribe to it
 - Move poppler components, right now we have "general", but i think we also 
could use "Cairo Backend", "Splash Backend", "Core", "Glib frontend", etc, so 
all bugs get usually filled to general but we can change them from component, 
so i can tell my mail filter to filter out bugs relating to Glib frontend, 
for example.

I know krh may have too much work, so if everyone agrees i can do the 
necessary work to get that done.
