For cairo we set up a cairo-bugs@ mailing list and put its address as
the default QA contact for each component (which does require setting
up a cairo-bugs@ user within bugzilla too). Then the subscription
instructions:

	http://cairographics.org/cgi-bin/mailman/listinfo/cairo-bugs

tell users to do a Bugzilla watch of the cairo-bugs@ account.

The upshot is that users benefit from Bugzilla's duplicate-mail
elimination this way.
