[poppler] problems with pkg-config and BSD

I can't imagine what problems pkg-config could have on BSD, but we're 
not adding poppler-config.  The *-config scripts predates pkg-config and 
some packages still ship them for compatibility, but adding *-config to 
a new project doesn't make sense.
