hmm that's a generated file that shouldn't be there indeed.

yes, you need to run ./autogen.sh [configure options] which will create
the configure script and will run it too.

ok, so if you only need the qt frontend, you can use poppler 0.6 and
compile it without glib support by using --disable-poppler-glib when
running the configure script.
