That freetype's native hinter for type1 and cff fonts is sub-optimal
is a known bug. There is an open rfe to re-implement it on top of
the autofit module (which replaced the autohint module some time ago).
Part of the reason why it has languished is that David prefers the
results of the autofit module over any native hinting, and has therefore
put his effort into improving autofit.
BTW, my personal preference for document text (as opposed to UI text)
is either grayscale and no fitting at all, or sub-pixel with freetype's
default LCD filter and light (aka asymmetric) autofitter, depending on
the font. I usually end up using the former.
As such, I support your patch.
