What constitutes a "stupid" PDF file?

TeX systems were producing PostScript files, subsequently distilled
to PDF, by various means long before Unicode existed.
The methods worked fine then and continue to be used, even though
"better" methods may now exist.

Besides, what good is updating the generating software now, to the
tens/hundreds of thousands of documents that currently exist in
scientific archives and digital libraries?
These cannot, and *should not*, be changed en masse.
