[poppler] Poppler 0.17.4 (0.18 RC) released

Changes against the 0.17.3 release:
core:
 * SplashOutputDev: Compile when defining USE_FIXEDPOINT
 * PNGWriter: Compile with libpng >= 1.5.0

We are on track for the release schedule which means we only accept bugfixes:
 * Sep 26 (+2 weeks) Poppler 0.18.0

The only thing missing for 0.18.0: 
 * BOM and endianness of poppler::ustring class
that Pino told me he will work on.

Testing, patches and bug reports always welcome.
