As far as I can tell yes.  The prototypes are provided with
   #if defined (__MSVCRT__) && !defined (__NO_MINGW_LFS)
which should normally be satisfied and only require msvcrt.dll.

Should be the same as with the other patch.  It should certainly apply when
you first remove the outer mail header.  Please let me know if that fails, I
would then resend both patches via "git send-email".
