[poppler] Where could I get "poppler-qt4.lib"?

I am Japanese college students in Nihon University.

↑ -- I saw here and I had a question, so I mailed you. 

There is the description in above site, that
It is a column of "Building the Example" and is "LIBS         += -L/usr/lib -lpoppler-qt4.".
I thought that "poppler-qt4.lib" is needed but there was not in the official site "http://poppler.freedesktop.org/".

I downloaded "poppler-0.22.5.tar.gz" but "poppler-qt4.lib" not included.

I used Windows, but when compiling error messages was "error LNK2019". 

If I couldn't get it in official site, Where could I get "poppler-qt4.lib"?

Please help me!
