[poppler] Non-ASCII URL

Attached example contains non-ASCII URL (urlencoded). In Adobe Reader
tooltip shows decoded (Russian) URL while in poppler based viewer
(TeXWorks) tooltip shows encoded URL. I

Would be it possible to address this issue?

I should mention that in Apple PDFKit based browsers tooltip shows Chinese
hieroglyphs.
