[poppler] Poppler 0.23.1 (0.24 Beta 1) released

WARNING: This is a unstable release, it is actually 0.24 Alpha release, it 
should work like any release from the 0.22 branch, but do not blame us if it 
turns your tree into a fork.

Changes against 0.23.0:
core:
 * XRef stream writing: Write 32-bit offsets when possible
 * Fix splashModeBGR8 rendering (Bug #64381)

glib:
 * Do not use deprecated gtk_scrolled_window_add_with_viewport() (Bug #64683)

build system:
 * Fix Large file support when using cmake

Release schedule is
 * Jun 10 - Poppler 0.23.2 (0.24 Beta 2)
 * Jun 24 - Poppler 0.23.3 (0.24 Beta 3)
 * Jul  8 - Poppler 0.23.4 (0.24 RC) 
 * Jul 22 - Poppler 0.24.0
