[poppler] poppler with PDFv1.5 with OCG/layers

just a question:
poppler should be intended as comply with full PDFv1.5 spec including 
OCG/layers?

So output file like this:
https://bugs.freedesktop.org/show_bug.cgi?id=101449#c3
should be considered bug and wait a fix?
