[Portland] Basic cross-desktop requirements for ISVs

I'd prefer to start out with an initial code drop so people can toy 
around, and start out with a bang instead of a growing discussion.

But it's only a preference, and requesting a module certainly doesn't 
hurt... so I've filed bug 5261 at bugs.freedesktop.org to request 
project creation.
