[Portland] Misc cleanup patches

This patch adds some basic .cvsignore files.

With this, we should also remove scripts/README
from the repository, as it is now a generated file.

fwiw, I failed to get in to the account given to me
on fdo; I have a message in to site-wranglers asking
for help.  I'm sure it'll turn out to be operator error <g>.
